These systems facilitated online registration<br>of job seekers and employers so that they could announce jobs, apply for jobs, and get<br>approval for recruitment of foreign workers online. Putting service delivery in the<br>forefront, the Ministry has now overhauled these systems by including the users\u2019<br>feedback. The new, enhanced, integrated system which will cater to all the services of<br>MoLHR is called the MoLHR-Management Information System (MoLHR-MIS) and<br>consists of four major systems.<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Employment System: Designed to manage the entire job search in one place, it is a<br>whole new market for the job seekers and employers to find each other online. The<br>platform is expected to create a seamless environment to facilitate the supply and<br>demand for skills and jobs.<br>Job seekers can instantly create an account at the click of a few buttons and receive<br>the job seeker ID through email and SMS. They can access hundreds of job listings<br>and apply for the jobs right away. It also enables them to build their CV which will be<br>matched with the jobs advertised.<br>Employers, likewise, can post their job openings along with job description, salaries and<br>benefits, qualification and skills requirements. The system allows employers to scan for<br>available talents on the portal, check the CVs, and shortlist the candidates for job<br>interviews. So, the portal is a virtual recruitment system for the employers.<br>Moreover, through the integrated MIS, the job seekers and employers can apply for<br>various engagement and training schemes offered by the Ministry such as the Build<br>Bhutan Project (BBP), Youth Engagement and Livelihood Program (YELP), Skills<br>Development Plan (SDP), Critical Capability Development (CCD), and the Overseas<br>Employment Program.<\/li><li>Foreign Workers Management System: The LabourNet had to be used in a new<br>context after the physical verification of the foreign workers at the entry checkpoints by<br>the Department of Immigration stopped due to the COVID-19 outbreak. So the new<br>system has the features of collecting the foreign workers\u2019 details at the time of<br>submitting the foreign workers application form, which can be accessed by both the<br>Department of Immigration and the Department of Labour.<br>The employers will first submit the foreign workers requisition form to the Foreign<br>Workers Recruitment Agents, who will then submit the details of the foreign workers as<br>per their requirement to the Department of Immigration and the Department of Labour.<br>The Department of Immigration will verify them and send the list of eligible foreign<br>workers to the Department of Labour, which will be approved after checking the<br>documents, occupation, and duration. The employers can not only track their application<br>status but they will immediately receive notification if any of the foreign workers is<br>rejected, so that they can process for replacement. It has both the service and data<br>orientation and will improve the public service delivery while generating quality and<br>real-time administrative data on foreign workers.<\/li><li>Labour Administration System: Through this system, the enterprises and<br>individuals can file complaints about contravention in working conditions and working<br>environment, carry out self inspection as per the checklist provided by the Department<br>of Labour, submit Internal Service Rules for review and approval, report accidents,<br>injury and diseases, and appeal regarding the improvement and prohibition notices.<br>Internally, the Labour Officers can carry out services related to labour inspection, labour<br>dispute resolution and the provision of social protection for employees in a coordinated<br>and collaborative manner on the go. For example, if they find that an enterprise has<br>violated any of the sections under the Labour and Employment Act 2007, they can issue<br>an improvement notice or penalty memo immediately through the system, a notification<br>of which will be received by the enterprise through SMS and email.<\/li><li>TVET-MIS: It captures the whole process starting from submitting institute proposals<br>and registration to the announcement of training and enrollment of trainees. It also<br>provides features for online submission and endorsement of curriculums, course<br>accreditation and Quality Management System certification, and conducting National<br>Assessment and monitoring visits.<br>The MIS will improve transparency through minimizing the face-to-face interactions<br>between the service providers and clients and reduce bureaucratic discretion.<br>Furthermore, there will be an audit trail to ensure accountability on the approving<br>officers by keeping track of the applications if anything goes wrong.<br>It will generate and integrate data within the systems of MoLHR and external<br>stakeholders in making evidenced-based decisions. Likewise, it will be a repository of all the information related to<br>the labour market.<br>While the Ministry expects delivering our services more efficiently through the MIS, we<br>seek feedback from the users through the feedback system available on the MIS or<br>through any medium of users\u2019 choice so that we can improve as we use it. The<br>development of this system is based on the agile process and therefore, it is a dynamic<br>and evolutionary system capable of responding to the changing needs.<br>Some key features in the plan are to introduce a collaborative platform for key sectors to<br>coordinate and facilitate the promotion of employment through the Employment<br>Responsibility System (ERS) and an online foreign workers quota calculator for<br>employers to check the entitlement of foreign workers before submitting the application.<br>The development of the MIS is supported through the Skills Training and Education<br>Pathways Upgradation Project (STEP-UP) funded by the Asian Development Bank<br>(ADB) .<\/li><\/ol>\n","protected":false},"excerpt":{"rendered":"<p>The Ministry of Labour and Human Resources first took its services online through theJob Portal and LabourNet systems in 2006.
